Dr. Haliza Abdul Mutalib is an esteemed Associate Professor at the Centre for Community Health Studies, Faculty of Health Sciences, Universiti Kebangsaan Malaysia (UKM), where she has served since 2008. A distinguished alumna of UKM, she earned her Bachelor of Optometry with Honours in 1993, followed by an MSc in Ophthalmology and Vision Sciences (UK, 1997) and a PhD in Optometry from the University of Manchester Institute of Science and Technology (UMIST, 2000).

A specialist in Contact Lenses and Corneal Morphology, Dr. Haliza consults for contact lens industries, academic institutions, NGOs, and national professional associations. In 2021, she was appointed Independent Director of Focus Point Holdings Berhad, a leading optical retail chain in Malaysia.

Her research focuses on morphological and physiological changes, in vivo confocal microscopy, and the development of therapeutic and specialty contact lenses. Among her notable innovations is the patented KEJORA Anti-Aging Eye Refresher, formulated using a mixture of natural oil local product. She also co-leads the development of MyMata, an application system for early ocular disease detection with the Faculty of Engineering.

Dr. Haliza also spearheads Klinik Optometri Bergerak UKM, a mobile optometry serving underserved communities across Malaysia. earning the Faculty Award for Community Service (2014), the Darjah Setia Negeri Sembilan (D.N.S., 2023), the ‘Best Project of the Year award by GPM Malaysia (2023) and the Asia Pacific Outstanding Sustainability Award (SustNET,2025) for her Visioncare Outreach Program.
